Riley D. Frazee became the Director of Emergency Management for Baca County in September 2006. Since beginning the job he has responded to several disasters including the 2006 Blizzards, Holly Tornado, Alamosa Salmonella incident, the Ordway Fire, Windsor Tornado, and many incidents locally. He has also served as an Operations Officer at the State EOC during the Democratic National Convention held in Denver.

 Riley’s background is in Fire and EMS emergency services. Riley attended the OPSU Fire Protection Technologies internship program and worked with the Guymon Fire Department in Guymon Oklahoma. Riley took a job in Texas and after completing 2 years of service as a Firefighter/EMT in Perryton TX, he then moved back home to Baca County where he became the Assistant Emergency Medical Services Director for the Southeast Colorado Hospital District in Springfield. After serving as Assistant EMS Director for two and a half years he took a job with the county as the Director of Emergency Management.

 Riley is Firefighter II and Hazardous Materials Operations Certified. He is a Radiological Awareness Instructor, a CPR/First Aid and a primary EMS instructor. Riley is a member on the Southeast Colorado All-Hazards Regional (SECAHR) Board. He also serves on State All-Hazards Advisory Council (SAHAC) as well as on the State Emergency Operations Center (EOC) Standards Committee. Riley is also appointed to the Regional Emergency Trauma Advisory Council (RETAC) and the 2-1-1 Advisory Board by the County Commissioners.

 Riley is also an Operations Section Chief on the Eastern Colorado Incident Management Team (ECIMT) that is made up of members from the 22 counties in the Northeast, South and Southeast Regions of Colorado.

 

 

 

 

 

 

 

 

 

 

 

Nick Palmer became a part of the Baca County Division of Emergency Management in May 2008, as he wanted to stay active in helping with emergency situations. He has responded to several local incidents as well as helping with regional events such as the Ordway fire. He also aids Riley Frazee, the Director of Emergency Management in Baca County, with workshops, monthly meetings and covering calls in his absence.

Prior to becoming a part of BCDEM, Nick was raised in Kim, Colorado where he fought numerous grass fires, but it was not until Nick attended Lamar Community College, that he became a full-fledged volunteer by joining the Lamar/Prowers County Fire Department. As Nick was a volunteer, he was contracted out to Lamar Fire and Ambulance and the Prowers County Rural Fire Department to assist with many types of emergency situations. Nick assisted in many types of calls such as fires, ambulance calls, hazmat calls, tornadoes and many more. Once Nick completed his Associate of Arts in Business degree, he resigned as a volunteer of 2 years and moved to Springfield.

Upon arriving in Springfield, Nick joined the Springfield Fire Department for a few months where he once again attended a variety of calls. However, due to a conflict that arose while trying to manage a business and obtain his bachelor’s degree, he was forced to resign. As Nick had experience with emergency situations, he found a position with the Baca County Department of Emergency Management. In working with them, he was able to work on projects after hours and on weekends while not taking away from his business.

CONNIE BRADBURN

Mark Miranda graduated from Springfield Colorado High School in 1994. He currently works at the S.E.C.H. He recently became a part of the Baca County Division of Emergency Management in May 2008. Mark serves as our Mass Care Coordinator. Mark has training in firefighting and emergency medical services. Mark has served with the Springfield Fire Department since September of 2001. With that he also works and responds with the Southeast Colorado Hospital Ambulance Service.

 In October of 2007 he had a mascot (Blaze) made for the Springfield Fire Department and introduced him to the county and young children. Blaze has made a good impact on Baca County already, making money for the local fireworks display and money to use to buy future items for their Volunteer Fire Dept.

 Mark is the Training Officer for the Springfield Fire Department and works to train and prepare the Fire Department for any type of incident as well as conduct Fire Prevention presentations. He is active in training the Campo Fire Department once a month as well.  

Mark has taken the Community Mass Care Management course, as well as the Salvation Army Disaster Services Training. Mark has completed the EMT Basic Course and Tactical Emergency Medical System (TEMS) course. Mark has training in Hazmat Awareness, Hazmat Ops. in EMS, Meth-Lab Awareness, Decon Tent and Trailer training and has completed his National Incident Management System (NIMS) Training. Mark responds to nearly every call locally by either EMS or Fire, and has responded to several large regional events as well to include the Holly Tornado, the Ordway Fire, and helped with the Emergency Operations Center during the 2006 Blizzards.

Connie Bradburn is a graduate of Campo High School; Connie attended Blair Junior college and graduated with an Associated Degree in Computer Science. She became a Colorado Post Certified Officer in 1993 in Pueblo Colorado. Connie was a Reserve Officer for the Pueblo County Sheriff’s Department, where she worked in Patrol, Community Policing Unit, and with The Pueblo County STAR Team.   

Connie has training in Jail Shakedowns, emergency vehicle operations, penal citation process, child abuse investigation, and terrorism.  Connie also received a certificate of Honorable Mention for her security work during the Presidential Visit to Pueblo Colorado on September 20, 1995.   Connie was also a victim’s advocate for ACOVA (A Community Organization for Victims Assistance), through the Pueblo County Sheriffs Department.  Connie is also an instructor for basic handgun operation.

 In May 2008 Connie became a volunteer for the Baca County Division of Emergency Management. Connie is the Coordinator for the Citizen Emergency Response Team (CERT).  

Connie also serves as a Reserve Officer for the Springfield Police Department.  Connie has successfully complete the National Incident Management (NIMS) requirements, completed a TEMS(Tactical Emergency Medical Services) training , and has completed Negotiating Through Domestic Violence and Methamphetamine, Psychological Aspects of Negotiations, Kidnapping and Ransoms, prison Riot Debriefing and Being a Hostage.

David McNeill joined the Baca County Division of Emergency Management in February 2009 as a volunteer. He is retired from the Service after completing 20 years with the United States Navy in Submarines.

His experience includes shipboard firefighting/damage control, hazmat management and response and he was trained in Nuclear Weapons Damage Control. While serving with Commander Navy Region South West he was part of the Emergency Operations Center for 9/11 while serving as a CACO (Casualty Assistance Calls Officer) Liaison.

Having completed all of his required NIMS training, he continues to pursue educational opportunities afforded by FEMA and other agencies in order to better serve the community. Currently, David gives between 20-40 hours per week during normal hours of operation and has responded to several incidents in the county after hours as well as being part of the team that manned the EOC during the March, 2009 Blizzard.
